Billy Carter: Leading Lewisville, NC into a New Era

An In-Depth Conversation with the Town's New Mayor

Billy Carter, the newly elected Mayor of Lewisville, NC, brings a fresh perspective and a deep commitment to the community. In this exclusive interview, he shares his journey, inspirations, and vision for the town's future.

 

WLLC: How long have you lived in Lewisville?

Billy: I've been a resident for a year now, though I was born and raised in Winston-Salem.

 

WLLC: Where did you grow up? High School? College?

Billy: I grew up in Winston-Salem, attending both Parkland High School and RJ Reynolds High School, from which I graduated.

 

I was captain of the Wrestling Team during my time at Parkland.

 

WLLC: What made you decide to get into politics?

Billy: There have been a number of reasons that have peaked my interest over the past few years. In 2017 I was convinced that I have the intellectual capacity to be the president. The historical series of events that proceeded to take place after the 2016 Election drew me in as a concerned American in a way that I had never felt engaged before.

 

With many of my peers feeling discouraged I found myself feeling compelled to pay more attention. That meant reading, learning, and speaking up for what I felt in my heart to be right and wrong.

 

WLLC: Why did you want to become a leader in this community?

Billy: Lewisville is the place that I call home, and I saw there was an opportunity for me to serve our Town as a citizen. The great thing about Lewisville is that we are a Town that embraces community and civic engagement of residents.

 

WLLC: What was it like when you first started?

Billy: I'm eager to begin! The new Town Council will be sworn in on December 11th at 6:00 PM. Currently, I'm focused on meeting residents. The campaign season is over but I literally have thousands of people to meet, a lot of trust to earn, and many relationships to build.

 

WLLC: What has surprised you most while working in your role?

Billy: The biggest surprise for me has been how many people I’ve inspired in Lewisville.  My journey to become the Mayor of Lewisville has been very unique.

 

I know many people out there can see themselves in me and they’re counting on me to be successful because it will give them clarity in their own journey.

 

WLLC: Do you have any advice to give aspiring leaders?

Billy: My biggest advice for them is to overcome their fears. Fears of public speaking. Fears that you may not be as good as someone who came from a different background. Fears that people won’t like you.

Find comfort in the uncomfortable and please, just keep going.

 

WLLC: Who inspired your political aspirations? What was it that inspired you?

Billy: In 2017 the newly elected US Presidents convinced me that I have the mental capacity to be the President. Before him, every other President seemed too sophisticated and intelligent. Whether I agreed with them or not, I never felt like I could be doing a better job myself.

 

In 2025, NC Supreme Court candidate Jefferson Griffin tried to have 65,000 votes tossed out from the 2024 election. That court case is widely documented. A handful of my own friends were on that list. It was a blatant attack on our Democracy. As a citizen, that was my last straw.

 

WLLC: Who were your role models? What did you learn from them?

Billy: My most important role model is my mother. She taught me to never settle.

 

I watched her climb in her career while raising a son by herself. I was exposed to grit and saw what determination looks like when you are faced with adversity.

 

She has an amazing story and I’m the recipient of her hard work.

 

WLLC: What are your goals and vision as a community leader?

Billy: My objectives include:

1.     I’m looking to maintain and improve the experience of Lewisville that people love. That means ensuring services stay on time. Maintaining our strong partnership with the Forsyth County Sheriff’s Office and the Lewisville Fire Department will be important to me as well.

2.     I also want to facilitate balanced growth that is in accordance with our Lewisville Comprehensive Plan. I plan to communicate with our residents in a variety of ways so that there is less confusion around our current projects in Town. I believe that’s what people will appreciate.

3.     I plan to protect our town from any conflicts of interest. I am not a developer. I don’t have any friends in development. I don’t have friends in DC and I don’t have friends in Raleigh. Every decision I make will be from my heart. 

 

WLLC: What is something most people don't know about you?

Billy: I try not to be a divisive leader but I am a PROUD  Duke fan!

 

WLLC: What do you love most about the community?

Billy: I love how clean Lewisville is when you ride around Town. It’s something I truly take pride in.

 

I also love that our Town Council meetings are in the evening, giving working class families a fair chance to engage with the Town. This is a stark contract from the Forsyth County Board of Commissioners, whom chose to meet mostly during working ours.

 

WLLC: What are your favorite things to do in the neighborhood?

Billy: I love getting coffee and working on my laptop at The Coffee Mill and Great Wagon Road Coffee. I always find a good deal at the Lewisville Country Market.

 

I’ve had a great time at Incendiary Brewing. I love the food and the outside set up of West Bend Bar & Venue as well. We have a lot treats here in Lewisville.

 

WLLC: Why do you think it's important for people to shop local?

Billy: Its important to shop local because many of our business owners are residents. It also stimulates our local economy helping to provide job opportunities for our residents. More importantly it helps to foster a sense of community here in Lewisville.

 

WLLC: What do you want to see improve the most in this neighborhood?

Billy: Civic Engagement - The biggest thing I want to improve is the level of civic engagement in our Town. I want to bring everyone to the table. Seniors and Gen Z’s, renters and home owners.

 

The last Lewisville Resident Survey did not have the strongest number of responses. I want to change that. It all starts with relationships.
